If RefWorks is not opening when exporting citations, more than likely the problem is with pop-up windows. Web of Science uses pop-up windows when exporting to RefWorks. The browser you are using is blocking pop-up windows. Your must disable the pop-up blocker in the browser you are using. We highly recommend that you do not use Internet Explorer.
